Former County Administrator Douglas Carter was sentenced in a Montgomery County court to four years in prison for stealing over $440,000 from the disabled. He was also sentenced to pay back what he stole and was barred from ever working in a position of trust with the government. Mr. Carter held this position from 2009 to 2012. prosecutor’s say that the theft was allowed to go on for an extended period of time because of the close-knit and trusting relationships at the Montgomery Developmental Center. Attorney Brad Koffel represented Mr. Carter. This video features a courtroom apology from Mr. Carter. He said, “I want to use this to make myself a better person to be put into society. I sincerely want to apologize.”
